Iran Official: Fardis Oil Depot to Be Moved to Eshtehard

The director-general of crisis management at the Alborz governor’s office said the Fardis oil depot is to be relocated to the Eshtehard area. The project can create significant jobs, and there is also a possibility that some activities linked to the Ray and Shahran oil depots could move or be based there.

RoydadNaft –  The director-general of crisis management at the Alborz governor’s office said the Fardis oil depot is to be relocated to the Eshtehard area. The project can create significant jobs, and there is also a possibility that some activities linked to the Ray and Shahran oil depots could move or be based there.

According to Roydad Naft, Mohammad Reza Fallahnejad spoke on Monday, October 12, 2026, at a news conference with reporters at the Alborz governor’s office. On the Fardis oil depot and the warnings given over past years about the need to move it, he said the issue had been pursued especially in connection with incidents such as fire and land subsidence.

At those times, some relevant officials said they had the technology and equipment to manage the situation and there was no cause for concern — meaning their technology could act in a fire and control it.

The job of crisis management is to foresee risks such as land subsidence and examine their possible consequences. It must be clear what dangers subsidence in an area would create for gasoline, oil, and diesel pipelines, or what could happen if the ground cracked and was damaged. Oil-company specialists examined these issues, basins were built, subsidence studies were done, and the results were presented so that assurance could be gained, he said.

Although the existing equipment had been planned for natural fires, the conditions from attacks were different, Fallahnejad said, referring to the enemy attack on the Fardis oil depot.

Steps and follow-up on moving and basing oil facilities are under way. After the war, the National Iranian Oil Company also entered the issue.

One point raised is the status of natural-resources land and the mining area. Coordination is needed among responsible bodies, including natural resources and the industry, mines, and trade sector, so that part of the land needed for the oil-depot facilities can be allocated. That requires settling the areas and completing legal coordination among the relevant agencies.

In crisis management, we liken ourselves to a goalkeeper: we must identify risks and prevent crisis conditions from forming. From a crisis-management view, moving oil facilities and reducing the risks of their location matters, and from a passive-defense view the Passive Defense Office has clear duties. Before those stages, the deputy for construction-affairs coordination at the governor’s office, as the body following infrastructure, is pursuing the matter, and that follow-up is continuing, he said.

The aim is to base the oil depot in the Eshtehard area. The project can create significant jobs, and there is also a possibility that some activities linked to the Ray and Shahran oil depots could move or be based there. In carrying out the project, safety considerations and distance from residential areas must be fully observed. The facilities should be as far as possible from people and residential areas, and a suitable area, including around Pelangabad, should be considered.

In inquiries so far, there are some differences among the related agencies about the land boundaries. After those issues are settled, transfer of the ownership deed must be done, because the property has so far been part of natural-resources land and capital, and for the project the legal steps must be completed so ownership passes to the Oil Ministry. Those steps are being followed.

A figure of about 60 trillion tomans has been raised as the credit or financial resources needed for the project.

The responsible bodies, including the Passive Defense Office, the deputy for construction-affairs coordination, and the economic deputy of the governor’s office, are following the project because of its importance for safety, infrastructure, and job creation. The governor has also issued the necessary directives, and it is hoped that with continued coordination the facilities will be moved and based at the planned site.
