Iran’s Tehran Refinery to Build a 500-Megawatt Solar Plant

According to Roydad Naft, Shaker Khafaei, spokesman and director of public relations and international affairs at the Tehran Oil Refining Company, said social responsibility is an inseparable part of the refinery’s integrated management system. The company’s social-responsibility charter has been updated after the oil industry’s charter was issued.

He said the refinery’s work is based on stakeholder management and on meeting the real needs of neighboring communities in Ray, Baqershahr, Kahrizak, and nearby villages.

Kahrizak water project 95 percent complete

Khafaei said the Tehran refinery, recognizing urban needs, has led major infrastructure projects nearby. They include the Kahrizak water-supply project, now 95 percent complete, with a budget of 190 billion rials and cooperation from District 6 Water and Wastewater.

Other infrastructure work includes supplying irrigation water for Azimabad and Esmailabad and upgrading Safir Omid Boulevard with the Baqershahr municipality and more than 127 billion rials in funding.

New schools and more entrepreneurship support

In education and local empowerment, he said the company has built new schools in Golhesar and Kahrizak, is planning a school in Baqershahr, has equipped and renovated existing schools, and has increased financial support for student theses.

Micro-entrepreneurship loans were raised tenfold to 20 billion rials in Iranian year 1404 (March 2025–March 2026), a step toward stable jobs for clients of the Imam Khomeini Relief Committee.

15 inmates released in Ray and Kahrizak

Khafaei said social programs have focused on easing hardship for vulnerable groups. In cooperation with the judiciary, 15 inmates convicted of unintentional offenses in Ray and Kahrizak were released. To support rehabilitation and job opportunities, the refinery ordered 1,000 sets of standard HSE workwear from workshops employing prisoners.

He also cited distribution of more than 2,700 livelihood packages, appreciation events for orphans and people with disabilities, and the supply of 162 rehabilitation items in recent years.

52,000 cubic meters of wastewater treated daily

Emphasizing a “green production” strategy, Khafaei said the refinery has allocated 280 hectares of green space and uses treated wastewater in an innovative approach to resource management.

Some 1,200 billion tomans and €27 million have been invested to treat 52,000 cubic meters of municipal wastewater a day, reducing drinking-water use.

In addition to product-quality upgrades, including Euro 5 gasoline and lower sulfur in fuel oil, the company plans a 63-kilovolt substation to connect refinery-generated power to the national grid and a 500-megawatt solar plant at four sites with $250 million in investment.

Those projects, he said, show Tehran Refinery’s intent to save 275 million cubic meters of natural gas and 225 million liters of water a year and to cut carbon dioxide emissions by 575,000 tons, while also supporting the stability of Iran’s power grid.

Among Iran’s top environmental performers

Khafaei said the refinery ranked first in environmental performance among the country’s refining companies in Iranian years 1399 to 1403 (2020–2025) and received a “Green Intelligence” certificate, underscoring its path toward sustainable development and environmental protection.

Tehran Oil Refinery intends to keep its strategic role while remaining a responsible neighbor and social partner in sustainable development and in improving the quality of life of Iranians living around the plant, he said.
