Iran’s Letter to the United Nations Regarding US and Israeli Attacks on the Karaj B1 Bridge and Mahshahr Petrochemical Complex
RoydadNaft – Iran’s Ambassador and Permanent Representative to the United Nations sent a letter to the UN Secretary-General and other senior officials of the international body, stating that the American and Israeli attacks on the Karaj “B1” bridge and the Mahshahr Petrochemical Complex constitute war crimes and a clear act of state terrorism.
According to Roydad Naft, Amir Saeed Iravani, Iran’s Ambassador and Permanent Representative to the UN, addressed a letter on Saturday local time to UN Secretary-General António Guterres, the current President of the Security Council, the UN High Commissioner for Human Rights, and the President of the International Committee of the Red Cross regarding the ongoing US and Israeli attacks on Iran.
In the letter, he wrote: “The deliberate, intentional, and systematic targeting of civilians and civilian objects, as well as the destruction of infrastructure essential for the survival of the civilian population — including electricity, water, and energy systems and other vital civilian facilities — constitutes a war crime and a clear act of state terrorism. These actions are carried out with the aim of instilling fear and causing severe harm to civilians.”
The Iranian Ambassador to the UN emphasized: “Such horrific and barbaric actions represent a flagrant violation of international humanitarian law and demonstrate the criminal intent of the perpetrators to inflict widespread suffering on the civilian population.”

In the Name of God, the Compassionate, the Merciful
With a profound sense of urgency, and in continuation of previous communications, I wish to draw your attention, as well as that of the members of the Security Council, to ongoing and new instances of flagrant violations of international humanitarian law, acts of terrorism, and war crimes committed by the United States of America and the Israeli regime through the deliberate and indiscriminate targeting of civilian and vital infrastructure in the Islamic Republic of Iran.
On April 1, 2026, the United States carried out deliberate airstrikes on the Karaj–Tehran B1 Bridge, a major civilian transportation artery connecting Tehran to its western suburbs. This vital infrastructure was hit in several waves, resulting in partial destruction and significant civilian casualties.
The attack caused severe disruption to a critical civilian route, inflicted extensive damage on surrounding residential areas, and placed immense pressure on civilian emergency services.
This horrific crime, which was openly acknowledged by the President of the United States in a public message on social media, continued on April 4, 2026, with deliberate strikes on the Mahshahr Special Economic Zone in Khuzestan Province — a key hub of Iran’s industrial and energy infrastructure that employs a large number of civilian workers.
Initial reports indicate that several petrochemical facilities were hit, leading to the release of hazardous chemical substances, injuries, and serious concerns over the humanitarian and environmental consequences.
On the same day, April 4, 2026, a cement factory in Bandar Khamir, Hormozgan Province — a vital non-military industrial facility essential to the livelihood of local communities — was also cowardly targeted.
These illegal attacks were not random. They were preceded and accompanied by repeated, explicit, and public threats by the President of the United States to deliberately target Iran’s civilian and vital infrastructure.
On April 1, 2026, he openly threatened to “send Iran back to the Stone Age” and to “hit all of their power plants… hard, and possibly all at once.”
These statements followed earlier threats on March 30, 2026, to “blow up and completely destroy” Iran’s critical infrastructure, including power plants, oil facilities, Kharg Island, and desalination plants, as well as threats made on March 21, 2026, to “target and destroy” Iran’s power plants.
Such appalling statements amount to direct and public incitement to commit war crimes and provide clear evidence of criminal intent — a key element in establishing individual criminal responsibility under international law.
The deliberate, intentional, and systematic targeting of civilians and civilian objects, along with the destruction of infrastructure essential for the survival of the civilian population — including electricity, water, and energy systems and other vital civilian facilities — constitutes a war crime and a clear act of state terrorism, carried out with the aim of creating terror and causing severe harm to civilians.
Such horrific and barbaric actions constitute a flagrant violation of international humanitarian law and clearly demonstrate the criminal intent of the perpetrators to inflict widespread suffering on the civilian population.
In light of the above, and considering the severe environmental destruction, widespread harm to civilians, and the catastrophic humanitarian consequences that will inevitably result from these deliberate and illegal actions — which are clear examples of war crimes — the Islamic Republic of Iran calls upon the UN Secretary-General, the Security Council, the UN High Commissioner for Human Rights, the International Committee of the Red Cross, and all UN Member States to fulfill their legal and moral obligations by taking the following measures:
1. Strongly and unconditionally condemn these deliberate and atrocious acts, which constitute war crimes and state terrorism, target essential civilian infrastructure and objects necessary for the survival of the civilian population, and represent flagrant violations of international humanitarian law as well as clear breaches of all relevant Security Council resolutions on the protection of civilians and civilian infrastructure in armed conflicts (including resolutions to which the United States itself voted in favor);
2. Take immediate, decisive, and concrete actions to halt the ongoing criminal and illegal acts of the United States of America and the Israeli regime, and ensure that all responsible individuals, including the President of the United States and the Prime Minister of the Israeli regime, are held fully accountable for deliberately pursuing policies that lead to the commission of war crimes and acts of state terrorism against civilians and civilian infrastructure in the Islamic Republic of Iran.
