Iran’s Acting Oil Minister: Bank Cooperation to Ease Financing for Oil-Facility Reconstruction
RoydadNaft – The acting oil minister, stressing the need to finance reconstruction of oil-industry facilities damaged in the third imposed war, called for engagement with banks and use of varied financial and contractual solutions to speed up the projects.
According to Roydad Naft, Hamid Bovard spoke on Wednesday night (October 14, 2026) at a meeting assessing reconstruction of the damaged South Pars refineries and the Jam, Damavand Energy Assaluyeh, and Mobin Energy Persian Gulf petrochemical companies in the Pars Special Economic Energy Zone. He stressed the need to accelerate the projects and said that if contracts need to be changed to speed reconstruction, those changes must be made.
A common language must be reached with the banks to finance the projects, Bovard said.
Time must not be lost in rebuilding the damaged oil-industry facilities. Solutions must benefit all parties involved in the project, and various financial resources have been considered for carrying out the projects, he said.
He welcomed contractors’ proposals for reconstruction and modernization of the facilities, and said the proposals will be reviewed technically by Oil Ministry experts and implemented if approved.
The Oil Ministry’s top priority is stable gas supply for the country’s people in winter. Carrying out reconstruction at high speed is difficult, but every effort must be made for the country, Bovard said.
At the meeting, the progress of reconstruction projects at the damaged South Pars refineries and the Jam, Damavand Energy Assaluyeh, and Mobin Energy Persian Gulf petrochemical companies, and the challenges to speeding them up, were reviewed with managers, contractors, and executives, and the needed solutions to remove obstacles and accelerate the work were adopted.
Bovard, together with Mousa Ahmadi, head of Parliament’s Energy Commission, and Arsalan Zareh, governor of Bushehr, visited the damaged South Pars refineries and the Jam and Mobin Energy Persian Gulf petrochemical companies on Wednesday, October 14, 2026.
