{"id":8757,"date":"2023-11-19T12:07:47","date_gmt":"2023-11-19T12:07:47","guid":{"rendered":"https:\/\/roydadnaft.ir\/English\/?p=8757"},"modified":"2023-11-19T12:07:47","modified_gmt":"2023-11-19T12:07:47","slug":"armenia-turns-to-iran-to-reduce-energy-dependence-on-russia","status":"publish","type":"post","link":"https:\/\/roydadnaft.ir\/English\/8757\/","title":{"rendered":"Armenia Turns to Iran To Reduce Energy Dependence on Russia"},"content":{"rendered":"<div class=\"entry-content\" itemprop=\"description\"><p><span class=\"pre-content-text\"><a style=\"color: #0038a8;\" href=\"https:\/\/roydadnaft.ir\/English\/\">RoydadNaft &#8211; <\/a><\/span>\u00a0<span data-reader-unique-id=\"2\">As Armenia gradually turns away from its <\/span><a href=\"https:\/\/eurasianet.org\/as-azerbaijan-takes-over-karabakh-armenian-russian-ties-reach-new-nadir\" data-reader-unique-id=\"3\"><span data-reader-unique-id=\"4\">traditional strategic ally<\/span><\/a><span data-reader-unique-id=\"5\">, Russia, it is tentatively exploring <\/span><a href=\"https:\/\/eurasianet.org\/unhappy-with-russia-armenia-seeks-new-security-partners\" data-reader-unique-id=\"6\"><span data-reader-unique-id=\"7\">deeper partnerships<\/span><\/a><span data-reader-unique-id=\"8\"> with the likes of France and the United States a<\/span>nd then there is Iran.<\/p>\n<p data-reader-unique-id=\"16\"><span data-reader-unique-id=\"17\">Tehran and Yerevan have enjoyed cordial &#8211; even warm &#8211; relations since the early 1990s. That entente now looks poised to develop yet further, but geopolitics makes this a complicated proposition.<\/span><\/p>\n<p data-reader-unique-id=\"18\"><span data-reader-unique-id=\"19\">The appeal of this development is most evident in the numbers.<\/span><\/p>\n<p data-reader-unique-id=\"22\"><span data-reader-unique-id=\"23\">As Armenian Security Council Secretary Armen Grigoryan <\/span><a href=\"https:\/\/arka.am\/en\/news\/economy\/trade_turnover_between_armenia_and_iran_may_reach_1_bln_in_2023_secretary_of_security_council\/\" data-reader-unique-id=\"24\"><span data-reader-unique-id=\"25\">told<\/span><\/a><span data-reader-unique-id=\"26\"> Armenian Public Television in an interview aired on November 14, trade between Armenia and Iran is booming. Where the countries traded $350 million worth of goods in 2021, the expectation is that this figure will rise to $1 billion by next year, he said.<\/span><\/p>\n<p data-reader-unique-id=\"32\"><span data-reader-unique-id=\"33\">Grigoryan sees this as more than a question of generating prosperity.<\/span><\/p>\n<p data-reader-unique-id=\"34\"><span data-reader-unique-id=\"35\">&#8220;Economic relations between the two countries are important from the standpoint of security,&#8221; he said.<\/span><\/p>\n<p data-reader-unique-id=\"36\"><span data-reader-unique-id=\"37\">Another <\/span><a href=\"https:\/\/www.civilnet.am\/en\/news\/756939\/karabakh-gas-for-electricity-corridors-exclusive-with-irans-ambassador\/\" data-reader-unique-id=\"38\"><span data-reader-unique-id=\"39\">interview<\/span><\/a><span data-reader-unique-id=\"40\"> from a few days earlier, this time given by Iran&#8217;s newly appointed ambassador to Armenia, Mehdi Sobhani, to independent Yerevan-based news outlet CivilNet, offered more context for that perspective.<\/span><\/p>\n<p data-reader-unique-id=\"41\"><span data-reader-unique-id=\"42\">Sobhani hinted at the idea of Iran reducing Armenia&#8217;s energy dependence on Russia. In a mutually advantageous deal, the two countries agreed in August to extend an existing deal whereby Armenia provides Iran with electricity in return for natural gas supplies. This arrangement has been in place since 2009 and was due to end in 2026, but will now be rolled on, in an apparently enhanced form, until at least 2030.<\/span><\/p>\n<p data-reader-unique-id=\"43\"><span data-reader-unique-id=\"44\">&#8220;Thanks to that agreement, we will be able to increase imports of electricity from Armenia to Iran in exchange for gas, triple or even quadruple it,&#8221; Sobhani said.<\/span><\/p>\n<p data-reader-unique-id=\"46\"><span data-reader-unique-id=\"47\">\u00a0While this idea is promising, Russia can still play the spoiler.<\/span><\/p>\n<p data-reader-unique-id=\"48\"><span data-reader-unique-id=\"49\">The Iran-Armenia gas pipeline, the very instrument that could be used to wean Armenia off Moscow&#8217;s gas, has <\/span><a href=\"https:\/\/eurasianet.org\/gazprom-to-take-over-iranian-armenian-pipeline\" data-reader-unique-id=\"50\"><span data-reader-unique-id=\"51\">belonged<\/span><\/a><span data-reader-unique-id=\"52\"> to Russian gas giant Gazprom since 2015. Russia has precedent in constraining the potential of this route.<\/span><\/p>\n<p data-reader-unique-id=\"53\"><span data-reader-unique-id=\"54\">Even as the pipeline was being designed, Moscow successfully insisted that its diameter be limited to 700 millimeters &#8211; less than the originally intended 1,420 millimeters &#8211; as a way to ensure no excess volumes of Iranian gas would be sold onward to third countries. This technical fix limited the pipeline&#8217;s volume to 2.3 billion cubic meters per year. Ultimately, Gazprom bought Armenia&#8217;s entire gas distribution infrastructure outright.<\/span><\/p>\n<p data-reader-unique-id=\"55\"><span data-reader-unique-id=\"56\">It is not only energy that is being traded, though.<\/span><\/p>\n<p data-reader-unique-id=\"57\"><span data-reader-unique-id=\"58\">To expedite other human and commercial exchanges, a vital cross-border highway running through Armenia&#8217;s southern Syunik region is undergoing a major upgrade. In October, the Armenian government <\/span><a href=\"https:\/\/www.azatutyun.am\/a\/32650233.html\" data-reader-unique-id=\"59\"><span data-reader-unique-id=\"60\">awarded a $215 million contract<\/span><\/a><span data-reader-unique-id=\"61\"> to two Iranian companies &#8211; Abad Rahan Pars Iranian International Group and Tounel Sad Ariana &#8211; to do the work. Once finished, the road will enable motorists to drive from Agarak, on the Iranian border, and continue some 32 kilometers northward across mountainous terrain over 17 bridges and through two tunnels.<\/span><\/p>\n<p data-reader-unique-id=\"62\"><span data-reader-unique-id=\"63\">The politics is where it begins to get complicated.<\/span><\/p>\n<p data-reader-unique-id=\"64\"><span data-reader-unique-id=\"65\">Although Iran consistently affirmed Azerbaijan&#8217;s sovereignty over the territory of Nagorno-Karabakh, it has nevertheless often seemed to quietly back Yerevan&#8217;s interests.<\/span><\/p>\n<p data-reader-unique-id=\"66\"><span data-reader-unique-id=\"67\">This is playing out at present in wrangling over the so-called Zangezur Corridor. After the Second Karabakh War in 2020, Azerbaijan regained large swathes of territory, including its entire frontier with Iran. Baku began <\/span><a href=\"https:\/\/eurasianet.org\/armenia-and-azerbaijan-stalled-in-negotiations-over-corridor\" data-reader-unique-id=\"68\"><span data-reader-unique-id=\"69\">speaking again<\/span><\/a><span data-reader-unique-id=\"70\"> then of its desire to push ahead with developing a transportation route across the very southern edge of Armenia &#8211; the Zangezur Corridor &#8211; so as to bridge its mainland territory with its exclave of Nakhchivan.<\/span><\/p>\n<p data-reader-unique-id=\"71\"><span data-reader-unique-id=\"72\">What Tehran has advanced is an alternative. In early October, Iran <\/span><a href=\"https:\/\/eurasianet.org\/azerbaijan-iran-normalization-on-the-horizon\" data-reader-unique-id=\"73\"><span data-reader-unique-id=\"74\">broke ground on a bridge<\/span><\/a><span data-reader-unique-id=\"75\"> that would facilitate faster transit between mainland Azerbaijan and Nakhchivan through its own territory, thereby notionally eliminating any need for an Azerbaijani corridor through Armenia.<\/span><\/p>\n<p data-reader-unique-id=\"76\"><span data-reader-unique-id=\"77\">Iran is operating in this situation out of a position of strategic self-interest. It is eager to prevent a physical corridor at its northern periphery that would unite the Turkic world and potentially cut off its access to Armenia and points further north.<\/span><\/p>\n<p data-reader-unique-id=\"78\"><span data-reader-unique-id=\"79\">In this month&#8217;s interview, Sobhani forcefully reiterated Iran&#8217;s opposition to the Zangezur Corridor.<\/span><\/p>\n<p data-reader-unique-id=\"80\"><span data-reader-unique-id=\"81\">&#8220;Our position on that matter has been declared at such a level that no one can change it,&#8221; he said, according to CivilNet&#8217;s English translation. &#8220;This is the position of the Supreme Leader of our revolution, who has stated very clearly that we do not accept and do not tolerate any border or geopolitical changes.&#8221;<\/span><\/p>\n<p data-reader-unique-id=\"82\"><span data-reader-unique-id=\"83\">Iranian and Armenian interests diverge, however, when it comes to the presence of extra-regional actors in the South Caucasus, including on the subject of mediation with Azerbaijan.<\/span><\/p>\n<p data-reader-unique-id=\"84\"><span data-reader-unique-id=\"85\">Iranian Foreign Minister Hossein Amir-Abdollahian was explicit on this point when he recently stated: &#8220;The presence of foreigners in the region not only does not solve the problems but complicates the situation.&#8221;<\/span><\/p>\n<p data-reader-unique-id=\"86\"><span data-reader-unique-id=\"87\">Armenia increasingly <\/span><a href=\"https:\/\/eurasianet.org\/armenia-azerbaijan-peace-talks-at-new-crossroads\" data-reader-unique-id=\"88\"><span data-reader-unique-id=\"89\">favors U.S. and EU mediation<\/span><\/a><span data-reader-unique-id=\"90\">, but Tehran would like to see matters settled exclusively by regional players. Iran has accordingly welcomed a 2021 initiative to establish a 3+3 format for talks that would involve the three South Caucasus nations &#8211; Armenia, Azerbaijan, and Georgia &#8211; and the three adjacent regional powers &#8211; Russia, Turkey, and Iran.<\/span><\/p>\n<p data-reader-unique-id=\"91\"><span data-reader-unique-id=\"92\">Several meetings have already been held in this format, most recently on October 23 in Tehran. But little seems to have come of them. (The format is in any case misnamed since it is actually 3+2 as Georgia <\/span><a href=\"https:\/\/agenda.ge\/en\/news\/2021\/3880\" data-reader-unique-id=\"93\"><span data-reader-unique-id=\"94\">has never agreed to participate in it<\/span><\/a><span data-reader-unique-id=\"95\">.)<\/span><\/p>\n<p data-reader-unique-id=\"96\"><span data-reader-unique-id=\"97\">Elsewhere in his interview, Ambassador Sobhani offered general words of support for the 100,000 or so ethnic Armenians displaced by Azerbaijan&#8217;s September offensive.\u00a0\u00a0<\/span><\/p>\n<p data-reader-unique-id=\"98\"><span data-reader-unique-id=\"99\">&#8220;We believe the rights of the people of Karabakh should be ensured. The rights of every person from Karabakh should be ensured. They must have the opportunity to exercise their rights. This is a reality that no one, including Azerbaijan, can ignore,&#8221; he said.<\/span><\/p>\n<p data-reader-unique-id=\"100\"><span data-reader-unique-id=\"101\">Even though he did not indicate that Iran had any particular policy regarding these people, the very mention of Karabakh <\/span><a href=\"https:\/\/www.mfa.gov.az\/en\/news\/no64423\" data-reader-unique-id=\"102\"><span data-reader-unique-id=\"103\">drew the ire<\/span><\/a><span data-reader-unique-id=\"104\"> of the Azerbaijani Foreign Ministry.\u00a0<\/span><\/p>\n<p data-reader-unique-id=\"105\"><span data-reader-unique-id=\"106\">&#8220;[W]e consider the position of the Iranian Ambassador against our territorial integrity and sovereignty as a provocation.
