Efforts are ongoing to advance the trans-Afghanistan TAPI gas pipeline, with Pakistan keen on deepening energy cooperation. Domestically, Turkmenistan continues to invest in the development of Arkadag city and is planning significant health infrastructure in Ashgabat.<\/p>\n<p>Turkmenistan is on the cusp of securing a major new buyer for its natural gas: Iraq.<\/p>\n<p>On October 8, the Turkmen Foreign Ministry\u00a0<a href=\"https:\/\/mfa.gov.tm\/ru\/news\/4103\" target=\"_blank\" rel=\"noopener\">reported<\/a>\u00a0on a four-day visit to Baghdad by the head of the Turkmen state gas company for meetings revolving around this prospect.<\/p>\n<p>The plan is for Iraq to import up to 10 billion cubic meters of gas from Turkmenistan as part of a five-year, three-way swap deal involving Iran, which lies between those two countries. No financial terms for this proposed arrangement have been disclosed.<\/p>\n<p>The volume of gas under discussion is eye-catching and equates to around a quarter of the amount bought by what is currently Turkmenistan\u2019s most important customer.<\/p>\n<div>\n<div class=\"ad-holder video_ad_holder\">\n<div id=\"FreeStarVideoAdContainer_Home_page_incontent-to-float\">\n<div id=\"freestar-video-parent\">\n<div id=\"freestar-video-child\">\n<div id=\"primisPlayerContainerDiv\" class=\"primisslate\">\n<div id=\"primis_container_div\">\n<div id=\"placeHolder\">\n<div>\n<div>OPEC Oil Production Rises In September<\/div>\n<div><\/div>\n<div>The Turkmen authorities are characteristically coy in providing reliable or specific numbers on how much gas it exports every year to China, but the figure likely lies in the ballpark between <a href=\"https:\/\/kz.kursiv.media\/2023-06-09\/print989-glrz-d\/\" target=\"_blank\" rel=\"noopener\">35 billion cubic meters<\/a>\u00a0and\u00a0<a href=\"https:\/\/mfa.gov.tm\/ru\/news\/3990\" target=\"_blank\" rel=\"noopener\">40 billion cubic meters<\/a>. That spread has important implications for negotiations with other partners.<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<p>The fact that Turkmen government websites uncritically\u00a0<a href=\"https:\/\/www.oilgas.gov.tm\/ru\/posts\/news\/6669\/kitay-v-2022-godu-importiroval-prirodnyy-gaz-iz-turkmenistana-na-summu-102-mlrd-dollarov-ssha\" target=\"_blank\" rel=\"noopener\">relay<\/a>\u00a0Chinese data about gas exports in 2022 having reached a value of $10.25 billion suggests a price of roughly $250-290 per 1,000 cubic meters. Allowing for a deal with Iraq at the higher end of that spectrum sees Turkmenistan generating almost $3 billion in added gas revenues every year.<\/p>\n<p>The apparent swiftness with which the Iraq deal appears to have been put together casts an unflattering light on the heretofore corpse-like progress that has been made in getting the trans-Afghanistan TAPI gas pipeline project off the ground.<\/p>\n<p>More waffle will ensue when a delegation of officials from Pakistan\u2019s Energy Ministry travels to Ashgabat to attend an oil and gas conference taking place from October 25-27. The stakes for advancing dialogue on energy cooperation was spelled out by Pakistan caretaker Prime Minister Anwaar-ul-Haq Kakar.<\/p>\n<p>\u201cThe potential of gas in Turkmenistan is very huge and I hope that by the end of the tenure of [the] caretaker government, we will reach a practical conclusion in this regard,\u201d Kakar\u00a0<a href=\"https:\/\/www.app.com.pk\/national\/pm-stresses-national-dialogue-on-governance-economy-politics\/\" target=\"_blank\" rel=\"noopener\">said<\/a>\u00a0in a radio interview that aired on October 8.<\/p>\n<p>That soundbite contains two imponderables. There is no clear idea on the expiry date of Pakistan\u2019s caretaker government, which may look to drag out the holding of\u00a0<a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/pakistan-appoints-new-caretaker-cabinet-ahead-elections-geo-news-2023-08-17\/\" target=\"_blank\" rel=\"noopener\">fresh elections<\/a>\u00a0until as late as February 2024 or beyond. Also, the phrase \u201cpractical conclusion\u201d is vague to the point of meaninglessness.<\/p>\n<p>The most recent development of note on the TAPI agenda was the\u00a0<a href=\"https:\/\/tribune.com.pk\/story\/2420801\/pakistan-turkmenistan-ink-jip-for-tapi\" target=\"_blank\" rel=\"noopener\">signing<\/a>\u00a0of a Pakistan-Turkmenistan joint implementation plan in June. The then-prime minister of Pakistan, Shahbaz Sharif, who oversaw the signing, insisted that he wanted to see the 1,800-kilometer pipeline, which is intended to have a carrying capacity of 33 billion cubic meters of gas per year, built \u201cat the fastest speed.\u201d Pakistani media cited Sharif at the time as saying that this accelerated timetable would be achieved by \u201coptimizing all available resources by all relevant parties.\u201d<\/p>\n<p>On October 4, talks were held in Ashgabat between Turkmen deputy foreign minister Berdyniyaz Myatiev and the World Bank\u2019s regional director for Central Asia, Tatiana Proskuryakova. The Foreign Ministry\u2019s laconic\u00a0<a href=\"https:\/\/mfa.gov.tm\/ru\/news\/4094\" target=\"_blank\" rel=\"noopener\">statement<\/a>\u00a0on this exchange noted only that the conversation touched on \u201ctopical issues on the cooperation agenda\u201d and \u201cpriority areas for further cooperation.\u201d<\/p>\n<p>It might be overly hopeful to imagine that the World Bank is feeling emboldened to press Turkmenistan to produce more reliable economic data \u2013 an indispensable tool for effective planning.<\/p>\n<p>The World Bank\u2019s colleagues over at the International Monetary Fund did some timid taboo-breaking last month by producing a\u00a0<a href=\"https:\/\/www.imf.org\/en\/Publications\/WP\/Issues\/2023\/09\/29\/Reassessing-GDP-Growth-in-Countries-with-Statistical-Shortcomings-A-Case-Study-on-539482\" target=\"_blank\" rel=\"noopener\">report<\/a>\u00a0that fundamentally questioned the reliability of Turkmen economic figures.<\/p>\n<p>A reminder of the metronomically predictable absurdity of Turkmen statistics arrived at the October 5 Cabinet meeting, where Khojamurad Geldimuradov, the deputy prime minister with the portfolio for economic affairs,\u00a0<a href=\"https:\/\/turkmenistan.gov.tm\/ru\/post\/76346\/zasedanie-kabineta-ministrov-turkmenistana-88\" target=\"_blank\" rel=\"noopener\">claimed<\/a>\u00a0that gross domestic product had grown by 6.3 percent over the first nine months of 2023.<\/p>\n<p>How much did the economy grow by over the same period in 2022? Just a whisker less:\u00a0<a href=\"https:\/\/orient.tm\/ru\/old\/post\/40436\/rost-vvp-turkmenistana-za-devyat-mesyacev-tekushchego-goda-sostavil-62\" target=\"_blank\" rel=\"noopener\">6.2 percent<\/a>. Officials volunteered that\u00a0<a href=\"https:\/\/turkmenistan.gov.tm\/ru\/post\/57777\/cel-socialno-orientirovannoj-politiki-lidera-nacii-zabota-o-narode\" target=\"_blank\" rel=\"noopener\">same figure<\/a>\u00a0in 2021. Only in 2020, the year of COVID, when Turkmenistan sealed its borders and the entire world faced colossal economic headwinds, did statisticians\u00a0<a href=\"https:\/\/tdh.gov.tm\/ru\/post\/24588\/itogi-razvitiya-turkmenistana-v-yanvare-sentyabre-rassmotreny-na-rasshirennom-zasedanii-pravitelstva\" target=\"_blank\" rel=\"noopener\">cook up<\/a>\u00a0the slightly more modest indicator of 5.8 percent GDP growth. The alternative methodology for calculating GDP advanced by the IMF experts sees Turkmenistan\u2019s economy shrinking not just in 2020, but even 2019.<\/p>\n<p>With the busy season of foreign travel by Turkmenistan\u2019s co-leaders \u2013 President Serdar Berdymukhamedov and his father, predecessor and so-called National Leader Gurbanguly Berdymukhamedov \u2013 appearing to have entered something of a lull, domestic developments are returning to a familiar pattern.<\/p>\n<p>For Berdymukhamedov senior, this means turning his attention anew to his pet project: the new city of Arkadag. The first phase of construction was\u00a0<a href=\"https:\/\/eurasianet.org\/turkmenistan-get-smart-city\" target=\"_blank\" rel=\"noopener\">formally declared complete<\/a> in June. (The name Arkadag was chosen, incidentally, because that is the honorific \u2013 meaning patron in Turkmen \u2013 by which Berdymukhamedov is known). Official accounts of work done talked of the construction of 336 \u201cmodern buildings,\u201d including homes, government offices, schools, theaters, clinics, and sports halls.<\/p>\n<p>In his latest <a href=\"https:\/\/turkmenistan.gov.tm\/ru\/post\/76419\/nacionalnyj-lider-turkmenskogo-naroda-predsedatel-halk-maslahaty-turkmenistana-oznakomilsya-s-novymi-stroitelnymi-proektami\" target=\"_blank\" rel=\"noopener\">inspection tour<\/a>\u00a0on October 9, Berdymukhamedov senior heard details about plans to build residential complexes of two-story apartment blocks.<\/p>\n<p>Work on the second phase of Arkdag is\u00a0<a href=\"https:\/\/tdh.gov.tm\/ru\/post\/38098\/mestnye-stroitelnye-predpriyatiya-vozvedut-obekty-vtoroj-ocheredi-stroitelstva-goroda-arkadag\" target=\"_blank\" rel=\"noopener\">scheduled<\/a>\u00a0to start this month and finish in September 2026. As Vienna-based Chronicles of Turkmenistan has\u00a0<a href=\"https:\/\/www.hronikatm.com\/2023\/10\/4-years-late-arkadag-city\/\" target=\"_blank\" rel=\"noopener\">noted<\/a>, this represents a significant delay. Under the terms of the resolution which he signed when he was still president, in March 2019, Berdymukhamedov senior ordered that the second phase of construction at Arkadag should be completed by 2022.<\/p>\n<p>The reality is that although Arkadag has sucked a lot of air out of the room, important priority undertakings still need to be completed in the capital, Ashgabat.<\/p>\n<p>On the same day of the Arkadag tour, Deputy Prime Minister Nurmuhammet Amannepesov, a former health minister, showed the National Leader mock-ups for a 250-bed \u201cphysiological research and clinical center,\u201d a 400-bed \u201cmedical rehabilitation center,\u201d and a 500-bed oncology hospital that are to go up in Ashgabat.
