RoydadNaft – <\/a><\/span>\u00a0The chief executive of the National Iranian Oil Refining and Distribution Company said the third gasoline price tier has had two effects: CNG consumption is up about 12%, and interest in the fuel has risen, especially in public transport and ride-hailing fleets.<\/p>\n

According to Roydad Naft, Mohammad Sadegh Azimifar said on Wednesday, October 7, 2026, that gasoline use during the scheme, compared with the same period last year, was down about 3%.<\/p>\n

Gradual, step-by-step changes can both trim consumption over time and shift drivers toward substitute fuels, he said.<\/p>\n

A set of plans has been designed to manage and make fuel use more transparent. They are rolled out in phases, feedback is taken, flaws are fixed, and the scheme is then extended to a larger group \u2014 a scientific method used elsewhere, he said.<\/p>\n

About 40% of gasoline use in the country is now on station emergency cards, which has two basic problems. The card is held by the station operator, so customers usually have to get it from the attendant, creating a gatekeeping role. There is also no transparency: it is not clear who fueled or how much, which can be a source of diversion.<\/p>\n

Power-plant liquid fuel in good shape<\/p>\n

With the gas imbalance worse this winter because of war damage to gas facilities, liquid fuel for power plants is one way to keep the electricity grid stable in the cold season, Azimifar said. Coordination between the oil and energy ministries has left stored power-plant gas oil as a solid backup for winter.<\/p>\n

He hoped designed measures and the Interior Ministry\u2019s efficiency working group would get the country through this winter. That depends on households and industry taking gas optimization seriously. A 10% gain from efficiency and demand management would be enough to keep gas supply stable across sectors, he estimated.<\/p>\n

Consumer satisfaction<\/p>\n

Pilots are under way to end station-card gatekeeping and the lack of transparency in fueling. One is attaching identity data to emergency cards. It has one or two flaws that are being fixed in the pilot.<\/p>\n

If a station-fueling scheme is to go nationwide, consumer satisfaction and the user experience will be built in, and fueling should become easier, Azimifar said. The schemes also make fueling transparent and collect data so diversion can be spotted and acted on.<\/p>\n

Smart tools to find diversion<\/p>\n

License-plate cameras at stations showed, in one case, a vehicle using a station\u2019s open card nearly 70 times in two to three weeks. Smart tools and data methods can identify and prevent diversion, he said.<\/p>\n

Fuel sold with heavy subsidies can fetch a much higher price in neighboring countries. In some of them a liter of gasoline sells for about 300,000 tomans, against a free-market rate of 10,000 tomans inside Iran. If subsidized fuel is diverted, the loss comes out of the public\u2019s pocket and goes to the person misusing it, he said.<\/p>\n

Gas-oil use down 6%<\/p>\n

The anti-smuggling headquarters has said most fuel diversion is in gas oil.
