Reviewing steps since 2024\u201325 to ease the fuel imbalance, he said that after challenges that year in supplying power plants, the speaker of parliament ordered a Fuel Management Headquarters set up in the legislature. Deputy ministers from energy, oil, industry, agricultural jihad, and roads and urban development joined it on a coordinated, cross-sector basis.<\/p>\n<p>Careful planning for this winter has included repeated meetings with the oil and energy ministers, he said. Preventive measures have been pursued more seriously, and the volume of gas oil stored in the country\u2019s strategic tanks is a solid backup for managing the cold-season peak.<\/p>\n<p>The member for Gorgan and Aq Qala said a detailed table for allocating and distributing fuel to power plants has been drawn up and, after finalization, issued to the president, the speaker of parliament, and the oil and energy ministers. That directive is a roadmap to prevent parallel work or confusion in fuel supply and to organize distribution on the basis of fairness and the plants\u2019 real need.<\/p>\n<p>Recalling crisis-management practice since 2007\u201308, Sangdovini said mandatory industry rules must be restored. In past years, contracts with large industries required second-fuel supply, and plants had to store at least four months of substitute fuel so they would not disrupt the national gas grid. Enforcement of those rules had faded and must now be revived so that industrial offtake does not endanger the main network at the peak of household use.<\/p>\n<p>Demand management: the key to winter<\/p>\n<p>Demand management is the most important and most available way to avoid gas cuts, he said. Despite all infrastructure measures, the main operating lever in winter is cooperation from the public and customers. Iran has more than 30 million natural-gas customers, each of whom can help keep the network stable by changing consumption patterns.<\/p>\n<p>Sangdovini thanked NIGC for energy-efficiency work and incentive schemes and said he hoped, with public cooperation, the coming winter would pass without a crisis. Demand management is not only an operating necessity but a defensive strategy, he said. If NIGC\u2019s demand-management programs and energy diplomacy are carried out properly, the enemy\u2019s aim of creating an energy crisis can be blocked and winter can be crossed successfully.<\/p>\n<p>The Golestan fuel-efficiency working group met with Saeed Tavakoli, chief executive of NIGC; Ali Asghar Tahmasebi, governor of Golestan; and senior provincial managers.
