Round-the-clock work by oil-industry staff and a chain of road tankers, he said, blocked a planned gasoline shortage and social crisis.

According to Roydad Naft, Mohammad Sadegh Azimifar spoke on Sunday, September 27, 2026, at a Sacred Defense Week ceremony honoring workers from the 12-day and 40-day wars in refining and distribution. Energy was a main focus of enemy attacks in the recent wars, he said. The conflict in the energy layer was wide, both in direct strikes on infrastructure and in geopolitical tactics affecting global energy security. NIORDC facilities were among the first targets hit.

He recalled enemy bombing of the Persian Gulf Star, Bandar Abbas, and Abadan refineries. On March 7, 2026, oil depots in Tehran and Alborz provinces and product-transfer facilities were also struck, he said.

After that attack, the Israeli army issued a false statement claiming it had hit depots linked to the armed forces, Azimifar said. In fact those depots supplied more than 30% of the fuel for Tehran and Alborz provinces. The aim, he said, was to break public resistance, stir discontent, and force the country to yield.

After the war, he said, adversaries also tried to cripple the products sector with an export blockade and disruption of import needs. The U.S. Treasury secretary said in April–May 2026 that Iran would soon face a gasoline famine and, by their calculations, street unrest. Those calculations failed because of the stand taken by NIORDC colleagues, Azimifar said.

Anyone familiar with the refining and distribution chain knows the Rey pump stations are the heart of product transfer to the northern belt, he said. Eighty to 90% of the country’s gasoline is produced in the south and, after moving to Rey, is sent on to Mashhad, Sari, Gilan, Qazvin, Tabriz, and Urmia.

When those facilities were hit, the scene was apocalyptic, and some managers at the bombed site came close to being killed, he said. At midnight the same night a meeting was held with key personnel. Pipeline and distribution officials calculated that the transfer of 90 million liters of products a day had stopped. Provincial stocks would last only three to four days, so from the following day stations in Tehran and Alborz and across the northern belt — from the Khorasans to the Azerbaijan provinces — would drop out of the distribution network within 72 hours.

What followed, he said, was a historic 72-hour effort that should be recorded. While bombing continued and facilities burned, colleagues at the refineries, the distribution company, and the pipeline company restored the lines without the pump stations by changing the lineup, and at the same time organized thousands of road tankers from neighboring provinces to get fuel into Tehran and Alborz.

The country is still in wartime conditions, and the effects of the damage may appear at intervals, Azimifar said. The main lesson is that Iran cannot be run with ordinary administrative routines; that approach would create a serious challenge.

The industry must keep a wartime posture: agility in the system, flexibility in operations, a willingness to take risk, decentralized decisions, diversified supply sources, and succession planning. The oil industry is defending invisible borders that, if they fall, would stop daily life, he said, and those borders will not be allowed to fall.

The deputy oil minister and chief executive of the National Iranian Oil Refining and Distribution Company said the enemy targeted pump stations and the Rey oil depot, cutting the transfer of 90 million liters of products a day, in an attempt to shut filling stations in the capital and paralyze fuel distribution across the northern belt within 72 hours.
