Oil has operated in Khuzestan for more than a century and residents have borne the costs. The pollution levy was first enacted through the ninth parliament, but the Oil Ministry still has not paid what is owed.<\/p>\n<p>Commission members touring Dezful plants heard producers\u2019 problems firsthand and will follow them up in Tehran. Khuzestan ports handle 55 million tons of incoming cargo and northern Khuzestan is a farm-export hub, yet Dezful still lacks an independent customs office, he said.<\/p>\n<p>Farmers exported onions this year at 5,000 tomans a kilogram and many vegetable growers took losses, despite water, land and climate in the north of the province. About 1.7 million tons of fodder was produced against declared demand, but it is not being bought from growers. A permit was obtained to export 300,000 tons from Dezful; the Agriculture Ministry then halted exports.
