Instead, it kept crude oil and gas flowing and maintained oil exports.

According to Roydad Naft, Moradi, who represents Bandar Abbas in the Islamic Consultative Assembly, pointed to the Ministry of Petroleum’s performance under wartime conditions. He said one of the enemy’s main objectives in attacking the country was to disrupt critical infrastructure, especially the chain of energy production, transmission, and supply. The Ministry of Petroleum, the National Iranian Oil Company (NIOC), and the industry’s operational staff, working around the clock with a jihadi spirit, prevented that goal from being achieved.

Oil production continued under difficult wartime conditions, he said. Despite pressure and damage, crude output was sustained through special measures, and steps were taken to protect production capacity and exports. The industry showed that even in a crisis it can keep production and exports going through operational management.

Referring to extremely difficult conditions at South Pars facilities, Moradi said continued raw gas production there was one of the industry’s important wartime achievements. Despite the damage, gas production continued and the raw gas was delivered to the National Iranian Gas Company to meet network demand. At the same time, damage assessment and reconstruction of affected sections were carried out under operational management in the shortest possible time.

Given the importance of gas supply in the cold season, he added, measures to maximize production and delivery of raw gas have been put on the agenda.

Moradi stressed that what matters is that the oil industry demonstrated its resilience against the attacks. Parts of the facilities were damaged, but reconstruction and repair were completed quickly and wartime damage was not allowed to cause a prolonged halt in production.

The Bandar Abbas lawmaker also pointed to development projects under Iran’s 14th administration (President Masoud Pezeshkian’s government, which took office in August 2024). The inauguration of various oil and gas projects shows that industry development did not stop even under difficult conditions. Among them, he cited the CTEP (Central Treatment and Export Plant) project in West Karun, aimed at raising processing capacity by 320,000 barrels per day, as well as development schemes in oil and gas fields in the country’s northwest and west.

On associated gas gathering, he said another notable step has been the reduction of flare gas. Since the start of the current administration, a significant volume of flare gas has been collected. With suitable conditions in place, this effort is expected to continue seriously through the end of the government’s term and be completed.

Moradi emphasized the industry’s social responsibilities. The Ministry of Petroleum’s work is not limited to oil and gas production; numerous social projects have been carried out in oil-producing and surrounding regions. Building and equipping schools, constructing and upgrading roads, developing sports infrastructure, providing medical services, and strengthening educational facilities are among the activities that should continue.

Localization of equipment and development of technical know-how are also essential, he said. Reviving low-productivity and shut-in wells and using domestic capacity to bring them back into production can help raise the country’s oil and gas output.

On the need for pressure boosting at South Pars, Moradi said approval of the gas pressure-boosting plan is an important step, but implementation matters more. Given the production trend from the shared South Pars field and the need to protect Iran’s share, the pressure-boosting project must be pursued seriously. Development of shared fields should also be prioritized through careful planning and close coordination between parliament and the Ministry of Petroleum.

The oil industry did not abandon the field during the war and stood firmly against the enemy, he said. All personnel and managers, despite repeated threats and security risks, remained at their posts at headquarters and continued to manage oil and gas production and exports under wartime conditions.

Alongside headquarters management, operational crews stayed at production and export launchers and did not allow the flow of production and exports to stop.

On collection of oil revenues, Moradi said that besides sustaining production and exports, collecting receivables from oil exports is highly important. Shortening delivery and collection times, pursuing outstanding claims, settling and clarifying accounts, and transparency in the National Iranian Oil Company’s tax matters must be followed seriously. Financial transparency can strengthen trust and fiscal discipline in the industry.

He paid tribute to the operational workforce that kept production going. The resistance, sacrifice, bravery, and steadfastness of oil industry personnel throughout the war should be recognized. Workers at Kharg, Bahregan, Lavan, Sirri, and operational oil and gas production platforms stayed at their posts despite repeated bombings and heavy enemy fire and continued their missions.

These forces stood by Iran even when many oil facilities faced direct threats and worked with self-sacrifice, at the risk of their lives, to keep oil and gas production and exports going. That jihadi spirit and sense of responsibility is a valuable national asset and must be appreciated.

Taken together, Moradi said, the actions of Iran’s oil industry—from sustained oil and gas production and exports, crisis management at South Pars, and rapid reconstruction of damaged facilities, to field development, flare-gas gathering, drilling expansion, pressure boosting, equipment localization, and social responsibility—show that the industry has been able to carry out its mission even under the hardest conditions and play its role in securing the country’s energy security.

Ahmad Moradi, a member of parliament’s Energy Commission, said Iran’s petroleum industry—despite damage to facilities—did not halt production or energy supply.
