The move follows heavy criticism of Germany\u2019s \u20ac200 billion energy \u201cshield\u201d, which exposed the widening gap between rich and poor EU member states.\u00a0<\/p>\n\n\n\n<p>On 29 September, the German government\u00a0announced a \u20ac200 billion economic \u201cshield\u201ddesigned to protect consumers and businesses from surging energy bills.\u00a0<\/p>\n\n\n\n<p>But the heavy spending plan has since been criticised by EU partners, who warned against the disparities it would create among EU countries, with some calling it \u201ccannibalism\u201d at the expense of EU solidarity.<\/p>\n\n\n\n<p>As an olive branch, the government affirmed its commitment to joint gas purchasing \u2013 which it previously tacitly rejected \u2013 ahead of an informal meeting of EU heads of state in Prague on Friday (7 October).<\/p>\n\n\n\n<p>\u201cWe must make progress on joint gas purchasing,\u201d said Finance Minister Christian Lindner on Tuesday in Luxembourg while meeting his EU counterparts.<\/p>\n\n\n\n<p>Smaller EU countries have long called for an EU joint gas purchasing programme, a proposal since taken up by the European Commission in response to Russia\u2019s military aggression in Ukraine.<\/p>\n\n\n\n<p>Lindner\u2019s comments support recent statement by Germany\u2019s Vice-Chancellor Robert Habeck. On Friday (30 September), he said Europe must \u201cuse [its] market power wisely\u201d as part of a joint purchasing programme for gas.<\/p>\n\n\n\n<p>Berlin has not always been supportive of joint purchasing. The idea was first floated by the European Commission on 8 March and taken up in the conclusions of an EU summit in March.<\/p>\n\n\n\n<p>However, Berlin\u00a0insisted to keep common gas purchasing on a \u201cvoluntary\u201d basis only, arguing the system was not suited to all EU countries.\u00a0Smaller member states, meanwhile, pushed for joint purchases as a frantic bidding war began, driving up prices on the gas market.\u00a0<\/p>\n\n\n\n<p>While senior German officials repeated their intention to act in a \u201ccooperative\u201d spirit with EU partners, they were also quick to highlight the need \u201cto remain realistic.\u201d<\/p>\n\n\n\n<p>Joint purchasing alone \u201cwill not increase the amount of gas available, which is the main challenge,\u201d a senior German official told journalists in March.&nbsp;<\/p>\n\n\n\n<p>The German government, since then, kept holding to the same line: \u201cwe don\u2019t have a state-owned company,\u201d Habeck underline in June. With its liberalised market, Germany could not \u201corder\u201d companies to participate, senior officials argued.<\/p>\n\n\n\n<p>\u201cThey are private sector companies that have supply contracts and in order to fulfil these supply contracts for energy they have to buy the basic supply,\u201d one German government official said in March.<\/p>\n\n\n\n<p>Despite calls from smaller EU countries, little progress was made on joint purchases for months.<\/p>\n\n\n\n<p>Instead, Berlin provided ample spare cash to Trading Hub Europe, the German gas market operator composed of gas traders, which went on a gas purchasing spree to fill up the country\u2019s gas stores.<\/p>\n\n\n\n<p>Now, Germany\u2019s gas stores are more than 90% full. And joint gas purchases are back on the agenda for next winter, according to draft EU summit conclusions due to be adopted on Friday.<\/p>\n\n\n\n<p>\u201cWe need to keep up our effort and prepare for the next filling season,\u201d reads the draft text, which is still subject to change. \u201cPooling our demand through the EU Energy Platform will allow making full use of the Union\u2019s collective political and market weight,\u201d it adds.<\/p>\n\n\n\n<p>With Germany ready to support joint gas purchasing at EU level, the proposal now has greater chances of coming to pass.<\/p>\n\n\n\n<p>But as European gas stores are almost entirely full, Berlin\u2019s support may be coming too late.&nbsp;<\/p>\n\n\n\n<p>\u201cThe price of gas is skyrocketing. Why?
