{"id":16056,"date":"2025-11-14T07:42:08","date_gmt":"2025-11-14T07:42:08","guid":{"rendered":"https:\/\/roydadnaft.ir\/English\/?p=16056"},"modified":"2025-11-14T07:42:08","modified_gmt":"2025-11-14T07:42:08","slug":"hse-called-backbone-of-niocs-value-chain","status":"publish","type":"post","link":"https:\/\/roydadnaft.ir\/English\/16056\/","title":{"rendered":"HSE called backbone of NIOC\u2019s value chain"},"content":{"rendered":"<div class=\"entry-content\" itemprop=\"description\"><p><span class=\"pre-content-text\"><a style=\"color: #0038a8;\" href=\"https:\/\/roydadnaft.ir\/English\/\">RoydadNaft &#8211; <\/a><\/span>\u00a0The head of oil and gas production supervision at the National Iranian Oil Company (NIOC) described Health, Safety and Environment (HSE) as the backbone of the company\u2019s value chain, emphasizing the importance of HSE participation from the design phase through operations to minimize potential risks.<\/p>\n<div class=\"item-body\">\n<div class=\"item-text\">\n<p dir=\"ltr\">According to NIOC, Farokh Alikhani, head of oil and gas production supervision, speaking at the Ninth Gathering of NIOC HSE Chiefs, said that adopting modern models and leveraging the valuable experience of experts in this field can improve HSE outcomes.<\/p>\n<p dir=\"ltr\">\u201cHSE must become an organizational culture to strengthen its connection with other sectors and management units,\u201d Alikhani said. He added that recognizing one\u2019s role and position in HSE management leads to better performance and overall organizational growth.<\/p>\n<p dir=\"ltr\">He also highlighted that understanding NIOC\u2019s value chain\u2014from exploration to operation and production\u2014helps reveal HSE\u2019s critical role. \u201cWhen HSE experts are involved from the design stage alongside operational colleagues, future challenges and risks can be significantly reduced,\u201d he noted.<\/p>\n<p dir=\"ltr\"><strong>HSE as a Way of Thinking<\/strong><\/p>\n<p dir=\"ltr\">Shahram Ahmadi, director general of Health, Safety and Environment at the Oil Ministry, said HSE has been part of Iran\u2019s oil industry for over a century. \u201cHSE goes beyond listing rules and controls\u2014it must become a way of thinking across the organization to align with its broader goals,\u201d he said.<\/p>\n<p dir=\"ltr\">Ahmadi emphasized that one of HSE\u2019s primary goals is to prevent damage, especially human losses. \u201cIf HSE requirements are properly followed, sustainable safety will be achieved,\u201d he said, noting that recent accidents in the oil industry stemmed from failures to enforce safety standards, noncompliance by contractors, and inadequate risk assessments.<\/p>\n<p dir=\"ltr\">He said establishing a \u201cProcess Safety Management System\u201d across the ministry is one of the key HSE priorities for 2025.<\/p>\n<p dir=\"ltr\"><strong>Priority: Reassessing Equipment Safety Risks<\/strong><\/p>\n<p dir=\"ltr\">Mohammad Mehdi Poyandeh, acting director general of Civil Defense and Crisis Management at the Oil Ministry, referenced the recent 12-day conflict, stressing that the current priority is to reassess the safety risks of equipment. \u201cGiven recent developments, these evaluations must be updated,\u201d he said, adding that managers should base future assessments on the ministry\u2019s 2025 guidelines.<\/p>\n<p dir=\"ltr\">Poyandeh added that a five-year action plan outlining priority measures will soon be communicated to all affiliated companies.<\/p>\n<p dir=\"ltr\"><strong>Shifting HSE Culture From Reactive to Preventive<\/strong><\/p>\n<p dir=\"ltr\">Alireza Nojumi, NIOC\u2019s HSE, Civil Defense and Crisis Management director, who hosted the event, announced that the annual HSE gathering will now be held regularly. \u201cA strategic framework and HSE roadmap have been designed so all teams can align their actions and reduce potential incidents,\u201d he said.<\/p>\n<p dir=\"ltr\">Nojumi added that the goal is to transform HSE from a reactive to a preventive culture. \u201cThrough full coordination with other NIOC departments, we can operationalize this culture and roadmap. It requires teamwork and collective effort,\u201d he said.<\/p>\n<p dir=\"ltr\">He noted that NIOC personnel are safeguarding the oil industry with dedication but emphasized the need to move closer to international standards. \u201cWe still face shortages in equipment and manpower, and practical solutions must be found soon,\u201d he said.<\/p>\n<p dir=\"ltr\">Nojumi said adopting artificial intelligence and modern training methods would help elevate NIOC\u2019s HSE performance. \u201cSustainable development in the oil industry can only be achieved through economic growth, social progress and environmental protection in line with HSE standards,\u201d he added.<\/p>\n<p dir=\"ltr\"><strong>Unified HSE Structure Communicated to Subsidiaries<\/strong><\/p>\n<p dir=\"ltr\">Ghasemali Bazayi, head of organizational structure at NIOC, said the company has issued a unified organizational structure for HSE departments across its subsidiaries to ensure consistency.
