{"id":14123,"date":"2025-05-07T09:03:24","date_gmt":"2025-05-07T09:03:24","guid":{"rendered":"https:\/\/roydadnaft.ir\/English\/?p=14123"},"modified":"2025-05-07T09:03:44","modified_gmt":"2025-05-07T09:03:44","slug":"14123","status":"publish","type":"post","link":"https:\/\/roydadnaft.ir\/English\/14123\/","title":{"rendered":"Shell, Reliance, and ONGC cheer end of India\u2019s first oil &#038; gas offshore decom project"},"content":{"rendered":"<div class=\"entry-content\" itemprop=\"description\"><p><span class=\"pre-content-text\"><a style=\"color: #0038a8;\" href=\"https:\/\/roydadnaft.ir\/English\/\">RoydadNaft &#8211; <\/a><\/span>\u00a0A joint venture (JV), consisting of Shell (through BGEPIL), Reliance Industries Limited (RIL), and Oil and Natural Gas Corporation (ONGC), has wrapped up work on what is said to be India\u2019s first offshore facilities decommissioning project.<\/p>\n<p data-reader-unique-id=\"1\">The <strong data-reader-unique-id=\"7\">Panna-Mukta and Tapti (PMT)<\/strong> joint venture partners \u2013 Shell (30%), Reliance (30%), and ONGC (40%, operator) \u2013 have completed the Asian country\u2019s first offshore facilities decommissioning project with the safe removal of mid and south <strong data-reader-unique-id=\"8\">Tapti field<\/strong> facilities. This project is described as <em data-reader-unique-id=\"9\">\u201ca landmark achievement\u201d<\/em> for India\u2019s energy sector.<\/p>\n<p data-reader-unique-id=\"10\">Developed collaboratively with key stakeholders, including the Union Ministry of Petroleum and Natural Gas (MoPNG), Directorate General of Hydrocarbons (DGH), and Oil Industry Safety Directorate (OISD), this project is said to have demonstrated a high level of planning, coordination, and compliance with regulatory frameworks while upholding the highest safety and environmental standards.<\/p>\n<p data-reader-unique-id=\"11\">Commenting on this achievement,<strong data-reader-unique-id=\"12\"> Nipun Pradhan<\/strong>, Managing Director of BGEPIL and GM Shell Upstream India, highlighted: <em data-reader-unique-id=\"13\">\u201cThe safe and successful completion of the Tapti offshore project is a landmark moment for India\u2019s offshore energy sector.<\/em><\/p>\n<p data-reader-unique-id=\"14\"><em data-reader-unique-id=\"15\">\u201cThis project sets a new benchmark for responsible decommissioning, made possible by global expertise, strong collaboration, and an unwavering commitment to safety and sustainability. Shell is proud to be part of this historic journey alongside our partners Reliance, ONGC, and the government of India.\u201d<\/em><\/p>\n<p data-reader-unique-id=\"16\">Furthermore, the decommissioning project entailed the <strong data-reader-unique-id=\"17\">removal of<\/strong> <strong data-reader-unique-id=\"18\">five wellhead platforms<\/strong>, <strong data-reader-unique-id=\"19\">associated infield pipelines<\/strong>,<strong data-reader-unique-id=\"20\">load-in at the onshore dismantling yard<\/strong>, and the <strong data-reader-unique-id=\"21\">plugging and abandonment of 38 wells <\/strong>executed in line with the approved decommissioning plan, after production from the Tapti fields ceased in March 2016.<\/p>\n<p data-reader-unique-id=\"22\"><strong data-reader-unique-id=\"23\">Sanjay Barman Roy<\/strong>, President of E&amp;P at Reliance Industries, underlined: <em data-reader-unique-id=\"24\">\u201cThe safe and responsible offshore decommissioning by the PMT JV marks a significant step forward for India\u2019s energy sector.<\/em><\/p>\n<p data-reader-unique-id=\"25\"><em data-reader-unique-id=\"26\">\u201cFrom the outset, the JV partners worked tirelessly to strengthen local supply chains and enhance the technical and safety capabilities of Indian contractors especially for offshore dismantling activities. The Tapti decommissioning project is perceived to have played a pioneering role in shaping India\u2019s regulatory and operational framework for offshore decommissioning.<\/p>\n<p data-reader-unique-id=\"36\">Even though offshore decommissioning is believed to be a complex endeavor, often involving evolving regulations, developing contractor ecosystems, and fluctuating market dynamics, the JV claims that the Tapti decommissioning project demonstrates what can be achieved through multi-stakeholder collaboration.<\/p>\n<p data-reader-unique-id=\"37\"><strong data-reader-unique-id=\"38\">Pankaj Kumar<\/strong>, Director (Production) at ONGC, remarked: <em data-reader-unique-id=\"39\">\u201cThis first-of-its-kind large-scale offshore decommissioning underscores ONGC\u2019s commitment to responsible energy practices.
